International migration of skilled persons from Finland

Abstrakti

Emigration alters the population structure of Finland’s regions. Here emigration is discussed, not only of persons born in Finland, but also of immigrants. For an immigrant this could involve either a return to the original country or migration to yet another. Finland’s balance of international migration from 1988 to 2006 has been positive, but with net losses of Finnish citizens since the fi rst half of the 1990s. Substantially more Finnish citizens have left than expatriates have returned. The reverse is true of foreign citizens who
come to Finland, which is why the total balance of international migration is positive. The net loss of Finnish citizens was 811 in 2006
